CALABAR (CONVERSEER) – Owan-Enoh MSME Support Programme (grant) is a strategic initiative aimed at empowering Micro, Small, and Medium Enterprises (MSMEs) across Nigeria by improving access to finance, business development services, and market opportunities.
The grassroots programme launched on Thursday, 29th August 2025, supports entrepreneurs with funds, capacity building, and formalisation support.
In a press briefing on Friday in Calabar, Cross River State, Senator John Owan-Enoh, Minister of State for Industry, Ministry of Industry, Trade & Investment, disclosed that the MSMEs intervention fund, a personal initiative separate from federal and state government programmes, is designed to empower both formal and informal business operators.
According to him, the initiative was born out of a “sincere commitment and responsibility to society” and aims to support over 1,000 beneficiaries in its initial phase.
He explained that while formal businesses would access funds through an online platform, informal sector operators such as artisans, welders, food vendors, and roadside mechanics would be reached through printed application forms.
“This intervention is a grant, not a loan. It is meant to grow our economy, create jobs and help young people and artisans build sustainable livelihoods, not to be diverted for politics or immediate consumption like paying rent,” the Minister stressed.

He added that beneficiaries would receive between N100,000 and N500,000 each, depending on the category, after undergoing a compulsory one-week entrepreneurship training.
How to apply for Owan-Enoh MSME Support Programme
To apply for the support programme (grant), log on to https://hmindustry.ng/, scroll down and click on “APPLY NOW.”
Create an account by entering Personal Information, including your full name, gender and age, on the account creation page.
Provide your NIN (National Identity Number).
Click “Next” to fill in your email address, phone number and State.
Click on “Next” to create a password that’ll be used to log into your account.
Check the box that states, “I agree to the Terms of Service and Privacy Policy.”
After that, click on, “Join Our Empowerment Programme.”
Viola! You’ve now registered on the Owan-Enoh MSME Support Programme portal.
The next thing is to apply for funding to support your business, project, or community outreach initiatives.
How To Apply For Funding To Support Your Business, Project, Or Community Outreach Initiatives
After creating an account following the steps above, you’ll be directed to your personal account dashboard with three menu items below (if you’re using a mobile phone to access the portal) – Profile, Apply and Home.
Click on “Apply” on the page, and further click on “Apply Now.”

On the Apply for Empowerment page, you’ll need to upload, select, provide and/or enter the following details:
